The PACC, Department of Lands, and EECO Signed MoU to Enhance Efficiency in Government Licensing and Strengthen Anti-Corruption Cooperation

On 17 October 2025 at 1.30 p.m., Mr. Bhumivisan Kasemsook, Secretary-General of the Public Sector Anti-Corruption Commission (PACC), presided over the opening of the Workshop on Awareness Building, Knowledge Sharing, and Public Consultation to develop guidelines and measures for improving public service delivery. On this occasion, an MoU on Enhancing Efficiency in Government Licensing Procedures and Preventing and Suppressing Corruption was jointly signed among three agencies: the office of the Public Sector Anti-Corruption Commission (PACC), represented by Mr. Bhumivisan Kasemsook, Secretary-General of the PACC; the Department of Lands, Ministry of Interior, represented by Mr. Khajornkiat Rukpanichmanee, Director-General of the Department of Lands; and the Eastern Economic Corridor Office (EECO), represented by Mr. Chula Sukmanop, Secretary-General of the EECO.
This MoU aims to promote, support, develop, and coordinate cooperation among the three agencies in preventing and combating corruption in the public sector, mobilizing government services in accordance with the Licensing Facilitation Act, and disseminating information about integrated government services. The three agencies have agreed to jointly implement the cooperation framework under this MoU by supporting activities aimed at preventing and suppressing corruption in the public sector, linking information systems related to laws, regulations, and directives, and supporting the exchange of skilled personnel and experts. They will also organize training sessions and knowledge-sharing activities for government officials and staff to improve efficiency in handling government permit approvals, establish communication channels for public dissemination, and promote awareness of integrated public services (One Stop Service) related to permit approvals and other beneficial government services for the public, entrepreneur, and investors. Furthermore, the cooperation includes developing mechanisms for accelerating and monitoring processes to ensure compliance with the Licensing Facilitation Act, allowing service recipients to receive faster, more convenient services, and ultimately enhancing the country’s investment potential.
