The PACC Joined the ADB – OECD 12th ACI Regional Conference, held from 23–25 September 2025, Jakarta, Indonesia, under the theme “Integrity to Catalyse Social Development and Economic Growth

Mr. Bhumivisan Kasemsook, Secretary-General of the PACC, was invited as a speaker at Roundtable 1: The Anti-Corruption Leader’s Hub Regional Meeting, on the topic “Bridging sectors, building trust: the power of peer-learning for integrity,” held on 25 September 2025 at 2.00 p.m. He emphasized that anti-corruption is not solely the responsibility of governments or public institutions, but requires cooperation and peer-learning across all sectors to close operational gaps and deliver concrete outcomes. He cited Thailand’s experience in building ongoing collaboration between the PACC and the Joint Foreign Chambers of Commerce in Thailand, which enabled the PACC to better understand investors’ concerns and use this information to design responsive systems that reduce risks of corruption at the source.
In addition, the OECD Secretariat invited the PACC Secretary-General and PACC delegations to a bilateral discussion on Thailand’s cooperation within the OECD framework. This included the development of an Initial Memorandum (IM), the preparation of Public Integrity Indicators (PIIs), for which the PACC has been designated by Cabinet resolution as the responsible agency, as well as Thailand’s forthcoming Integrity Review. On this occasion, the OECD Secretariat also extended an invitation for the PACC Secretary-General to join the stage at a future event in Vienna, Austria, to present Thailand’s vision and commitment.
Earlier, on 23 September 2025, Ms. Pattama Prasittiwong, Justice Officer (Senior Professional Level), delivered remarks at Plenary 2: “Boosting governance in Asia-Pacific: integrity tools to strengthen public administrations.” She highlighted the PACC’s efforts to enhance transparency and public trust through two key initiatives. The first one is risk management in large-scale projects exceeding 500 million baht, ensuring systematic monitoring, inspection, and evaluation. The second one is proactive engagement in the Eastern Economic Corridor (EEC) to streamline public services for both domestic and foreign investors, reducing redundancy and expediting processes. These initiatives aim to align public service delivery with OECD standards on integrity and anti-corruption.
Moreover, PACC delegations participated in knowledge-sharing activities on OECD standards and attended the presentation of preliminary assessments of PIIs from regional countries. The PIIs serve as a tool designed by the OECD to assess candidate countries’ readiness in terms of public integrity, covering both the legal framework and the translation of policies into practice.
