PACC Hosted the Capacity Building Programme for PACC Officials Involved in Handling Complaints and Addressing Corruption Problems of Investors and Foreigners

On Tuesday, 26 August 2025, at 9:00 a.m., Mr. Bhumivisan Kasemsook, Secretary-General of the PACC, presided over the opening of the capacity-building Program for PACC Officials responsible for handling complaints and addressing grievances of investors and foreigners. The Program was held under the “Project on Promoting Good Governance and Encouraging the Participation of the Private Sector and Investors in Preventing Corruption and Misconduct” for the fiscal year 2025, at Sapphire Rooms 101–102 and the Business Center, IMPACT Forum, Muang Thong Thani, Nonthaburi Province, with the participation of more than 80 attendees, including PACC officials, representatives of private sector organizations, investors, foreigners and members of foreign chambers of commerce in Thailand. The Program was organized by the Public Service Center for Investors and Foreigners., under Innovation and Transparency in Public Sector Division, PACC. Its objective was to enhance the knowledge, skills, and capacity of PACC officers in complaint handling and investigation, with a view to delivering timely and effective grievance resolution for investors and foreigners. The initiative further seeks to foster confidence and trust in PACC’s ability to address corruption issues promptly and efficiently.
The program featured three key sessions:
1. Panel Discussion: “Perspectives of the New Generation of Foreign Businesspersons/Investors on Corruption in the Thai Public Sector and Approaches for Improving the Quality of Public Services” – with distinguished panelists:
- Mrs. Vibeke Lyssand Leirvag, Chairwoman of the Joint Foreign Chambers of Commerce in Thailand (JFCCT)
- Mr. Thomas Keller, President of the Swiss-Thai Chamber of Commerce
- Mr. Axel Blom, President of the Thai-Norwegian Chamber of Commerce
- Mr. Tomas Julin, Vice President of the Thai-Swedish Chamber of Commerce
2. Special Lecture: “Prompt and Effective Problem-Solving through Good Governance” by Mr. Akkchai Kasemsuthawat, Deputy Secretary-General of PACC.
3. Special Lecture: “PACC Excellent and Friendly Service for Investors and Foreigners” delivered by experts from the PACC Case Management Division, focusing on a user-friendly complaint-handling process.
In addition to the lectures and discussions, the program also featured direct complaint submissions from foreign businesspersons and investors, as well as group workshops to analyze received cases. The outcomes will contribute to developing practical measures to resolve issues effectively and further enhance the quality of public services in line with principles of good governance.
