
Secretary-General of the PACC Participated in the 6th GlobE Network Meeting at the Baku Convention Center, Baku, Republic of Azerbaijan

On 20 May 2025, Mr. Bhumivisan Kasemsook, Secretary-General of the Public Sector Anti-Corruption Commission (PACC), together with PACC officials, participated in the 6th plenary meeting of the Global Operational Network of Anti-Corruption Law Enforcement Authorities (GlobE Network), under the United Nations Office on Drugs and Crime (UNODC). The meeting was held from 19 to 23 May 2025 at the Baku Convention Center, in the city of Baku, Republic of Azerbaijan.
At the ceremonial opening of the 6th GlobE Network plenary, Mr. Kamran Aliyev, Prosecutor General of Azerbaijan, delivered an opening speech on behalf of H.E. President Ilham Aliyev. In his address, he emphasized that Azerbaijan is honored to host this meeting as a testament to its strong commitment to anti-corruption efforts. The gathering demonstrates the shared resolve of the international community to combat corruption.
The meeting brought together representatives of law enforcement agencies from around the world who share the view that corruption is a grave issue, both nationally and globally. Azerbaijan has enacted relevant anti-corruption legislation and designated key institutions such as the Anti-Corruption Commission and the Office of the Prosecutor General to oversee the implementation of such measures. These institutions play a vital role in promoting transparency.
Currently, the Government of Azerbaijan is fostering openness and advancing the use of technology, particularly in relation to international cooperation in artificial intelligence and digital financial systems. As the digital era introduces new and increasingly complex forms of corruption and crime, it presents significant challenges that law enforcement agencies must address globally. Azerbaijan is therefore committed to strengthening domestic capacities and collaborating closely with international partners to confront these emerging threats.
The GlobE Network is regarded as an effective international mechanism that brings together anti-corruption practitioners from around the world. It offers new opportunities to enhance international cooperation toward the shared goal of building a corruption-free society. This year’s meeting was attended by over 300 participants, including nearly 50 high-ranking officials representing law enforcement agencies from various countries, and more than 120 government agencies from 92 countries.
As one of Thailand’s key member agencies of the GlobE Network, the PACC participated in this meeting to further strengthen cooperation with other member entities, including prosecutors' offices, anti-corruption bodies, and international organizations in the global fight against corruption.
