PACC attended the 15th UN Crime Congress in Abu Dhabi and discussed driving Thailand’s preparations for OECD Accession.

On 26 September 2026, Mr. Bhumivisan Kasemsook, Secretary-General of the Public Sector Anti-Corruption Commission (PACC), accompanied by the PACC delegation, attended the Opening Ceremony of the 15th United Nations Congress on Crime Prevention and Criminal Justice at Abu Dhabi National Exhibition Centre (ADNEC)
On this occasion, Police Lieutenant General Rutthaphon Naowarat, Minister of Justice and Head of the Thai delegation, led the Thai representatives in attending the Opening Ceremony and the High-level Segment alongside igh-level dignitaries from Member States and international organizations. The sessions aimed to exchange views and foster cooperation on cooperation of crime prevention and criminal justice. The day’s agenda consisted of Opening Ceremony, the high-level Segment, and the adoption of the Congress Declaration.
In addition, the Secretary-General of the PACC participated in the special event titled “Accelerating the Implementation of the Bangkok Rules: Special Event in Remembrance of HRH Princess Bajrakitiyabha”, hosted by Thailand Institute of Justice (TIJ) as one of the key Thai side events at the Congress. The event commemorated the royal contributions and dedication of Her Royal Highness Princess Bajrakitiyabha Narendiradebyavati, the Princess Rajasarinisiribajra, toward advancing the implementation of the Bangkok Rules and elevating international standards for the treatment of women prisoners and non-custodial measures for women offenders.
In parallel with the event, the Secretary-General of the PACC also met with the representatives of the Thailand Institute of Justice to discuss driving forward Thailand’s readiness for the OECD accession process. Both sides emphasized the importance of building knowledge, better understanding, and awareness of the accession roadmap, as well as OECD standards and guidelines across all public sector agencies. Such preparations require cross-agency collaboration and integration so that each agency recognizes its role and mandate, enabling public sector operations to be elevated in line with OECD standards.
Participating in this Congress provided a vital opportunity for the Office of the PACC to exchange knowledge and best practices, as well as strengthen cooperative networks with relevant agencies and international organizations. Key areas of focus included addressing emerging forms of crime, enhancing personnel capacity, and integrating technology and innovation to support corruption prevention and suppression efforts. This aligns with the PACC’s mission to elevate public sector integrity and support Thailand's alignment with international standards.
