On Tuesday, 8 September 2026, at 03.00 p.m., Mr. Bhumivisan Kasemsook, Secretary-General of the PACC, and Mr. Ricky Yau, Vice-Chairman and Head of Operations of the Independent Commission Against Corruption (ICAC) of the Hong Kong Special Administrative Region of the People’s Republic of China, jointly signed the “Memorandum of Understanding (MoU) on Enhancing Anti-Corruption Cooperation between the PACC and the ICAC. The signing ceremony was witnessed by Mr. Woo Ying-ming, Commissioner of the ICAC, at the ICAC Headquarters in the Hong Kong Special Administrative Region of the People’s Republic of China.

The MoU aims to strengthen cooperation in the prevention and suppression of corruption and related crimes. It covers training and capacity-building programmes for officials, the promotion of academic cooperation, the exchange of knowledge and good practices, as well as the development of joint initiatives to promote a culture of integrity in the public sector. On this occasion, the Secretary-General of PACC also held bilateral discussions with the ICAC leadership on ways to strengthen cooperation and address emerging corruption challenges. Both sides recognised the importance of international cooperation among anti-corruption authorities, as corruption has become increasingly complex and may involve cross-border activities. Effective mechanisms for international cooperation and coordination among relevant authorities are therefore essential to enhance the effectiveness of corruption prevention and suppression efforts.

In addition, the PACC delegation held discussions with ICAC representatives on whistleblower protection. The delegation also attended a briefing by representatives of the Hong Kong International Academy Against Corruption (HKIAAC) and visited an exhibition showcasing the ICAC’s missions and operations. These activities will contribute to enhancing personnel capacity and further strengthening the operational effectiveness of both agencies in a tangible and sustainable manner.
