From 25 to 28 August 2026, the Office of the PACC, represented by Mr. Bhumivisan Kasemsook, Secretary-General of the PACC, participated in the Seventh Plenary Meeting of the Global Operational Network of Anti-Corruption Law Enforcement Authorities (GlobE Network), held in Vienna, Republic of Austria. The meeting aimed to discuss organizational governance and management, address specific thematic issues, and facilitate the exchange of knowledge and practical skills. It also provided a platform for member countries and representatives of anti-corruption authorities from around the world to engage in informal bilateral and multilateral discussions, with a view to strengthening and integrating cooperation in the investigation and prosecution of corruption cases at both strategic and operational levels.

During the opening ceremony, a representative of the United Nations Office on Drugs and Crime (UNODC) emphasized the important role of the GlobE Network in translating international policies and standards into concrete action, as well as in establishing trusted channels of cooperation among practitioners. In addition, the President of the European Union Agency for Criminal Justice Cooperation (Eurojust) highlighted the growing challenges posed by transnational crime, which has become increasingly serious and often uses corruption as a means to facilitate criminal activities. The President further underscored the importance of strengthening cooperation between law enforcement authorities and judicial practitioners to ensure effective investigations and prosecutions, as well as the tracing, seizure, and recovery of criminal assets.

On this occasion, on 26 August 2026 at 6.30 p.m. (Thailand time), Mr. Bhumivisan Kasemsook, Secretary-General of the PACC, was honoured to deliver remarks during the “GlobE Talks” session of the meeting. In his remarks, he reaffirmed Thailand’s commitment to harnessing digital technology to reform public administration and improve the country’s Corruption Perceptions Index (CPI) score. This initiative has been piloted in the Eastern Economic Corridor (EEC), where the use of digital technology has helped reduce discretionary decision-making by public officials and effectively prevent corruption.

The Secretary-General also underscored Thailand’s readiness to work closely with the GlobE Network through the exchange of operational information, technical frameworks, and proactive corruption prevention approaches, with a view to fostering a transparent, technology-driven public sector aligned with international standards. The PACC is the 216th member institution, representing Thailand as one of 118 countries participating in the United Nations GlobE Network. Membership in the Network not only contributes to promoting standards of integrity and transparency, but also serves as an important mechanism for strengthening international cooperation in combating cross-border corruption and enhancing Thailand’s role in the global anti-corruption arena.
