The Office of the Public Sector Anti-Corruption Commission, Region 8 (PACC Region 8) Collaborates with Relevant Agencies to Tackle Forest Encroachment and Illegal Logging in Kamphuan Subdistrict, Ranong

On 7 April 2026 at 9:30 a.m., at the meeting room of the Ranong Provincial Office of Natural Resources and Environment, Mr. Bhumivisan Kasemsook, Secretary-General of the Public Sector Anti-Corruption Commission (PACC), assigned Mr. Supap Siri, Director of PACC Region 8, together with Ms. Thatdao Boonsai, Director of Corruption Suppression in Public Sector Sub-Division 2, and Ms. Warisa Rumchit, Investigator, Professional-Level to join forces with relevant agencies in addressing the ongoing issue of forest encroachment and illegal logging in Village No. 2, Kamphuan Subdistrict, Suk Samran District, Ranong Province. The meeting was jointly attended by Mr. Phatthaphong Smitthiphat, Deputy Director-General of the Royal Forest Department; Pol. Maj. Gen. Charoonkiat Pankaew, Deputy Commissioner of the Central Investigation Bureau; and Pol. Maj. Gen. Anek Taosuphap, Commander of the Natural Resources and Environmental Crime Suppression Division, in their capacity as members of the task force on combating deforestation, along with officials from all relevant agencies. The discussion focused on reviewing the situation, listening to operational challenges, and identifying practical solutions to resolve forest encroachment and deforestation in the area. The integrated effort reflects the strong commitment of all agencies to protecting natural resources and ensuring effective law enforcement through close inter-agency cooperation.
At 1:30 p.m., the task force conducted an on-site inspection of the encroached forest area in Pa Pak Triam to further investigate land title documents related to the affected plots. The team will request cadastral maps, certificates of utilization (Nor Sor 3 Kor), and the complete land parcel registry from the Ranong Provincial Land Office to support further consideration and legal proceedings. The operation will categorize the land documents into three groups for detailed examination. The first group consists of Nor Sor 3 Kor certificates that the Ranong Provincial Committee has already recommended for revocation. The second group includes certificates issued through land surveys and title deed issuance without verifiable supporting documentation or lawful origin. The third group comprises certificates claimed to have originated from land possession notification forms (Sor Kor 1). Further investigative efforts will also focus on expanding inquiries into individuals involved in the encroachment, as well as any state officials who may have been implicated in the unlawful issuance or related actions. During this joint operation, the authorities also seized prohibited timber logs that did not bear the official government hammer mark, in violation of Section 69 of the Forest Act B.E. 2484 (1941). The confiscated timber will be transported and kept in custody in front of the Suk Samran District Office, pending the presentation of documentary evidence by any lawful claimant for further legal action. This integrated operation reflects the firm commitment of PACC and all relevant agencies to protecting forest resources, ensuring lawful land administration, and expanding investigations into all parties involved in order to uphold the rule of law and safeguard public natural resources.
